At work, I noticed that people who received flowers did not tip the sender. Which etiquette is appropriate in this situation?
The person who received the flower did not ask for it. He did not order the flowers nor did he ask for them to be delivered.
So, if they do something they didn't ask for, they don't have to tip.
If anyone could tip a flower delivery company, it would be the person who ordered the flowers. You may be asked to add some BS to your credit card statement.

Tips are not required because they do not meet any criteria, for example, pizza delivery. You use a company car. They don't do it as a 24-hour job, they do other florist jobs. They receive the minimum wage and many times more. Sometimes there is an offer that delivers, leaves the SP and goes for a walk.
