Either will work, depending on the position of the target in the sentence.
For example, I did not receive the package, it would be as accurate as I did not receive it.
It's a matter of implications, it's difficult. The first sentence says that you are waiting for the package and it is too late or it did not arrive as soon as you want. The second sentence is just waiting for you, but it hasn't come yet.
