What is the correct answer to Que Tal (How are you)?

Most of my Mexican friends ignore the question and answer with various questions like Que tal or How are you?" But some of them will just answer, will you?
You may answer: How are you?

Answering questions (Que Tal? Or how are you? Etc.) is also very common.
My knowledge of Spanish is minimal, but as I understand it in English it is used a bit like a new one, sometimes to ask someone to do it, sometimes just as a greeting. This will explain why sometimes the answer is given and sometimes it is just another greeting. You will only answer what you want to see if that person is really looking for an answer.
